To measure calf, use a fabric measure.  Sit in a chair or on a bench with the breeches and socks you would be wearing with these boots, calf perpendicular to the floor, heels flat on the floor.  Measure around calf, take several measurements and use your widest one.  Measure BOTH calfs.  One is ALWAYS bigger than the other.
